Ingenuity designed the “Powering You” Communications Architecture, identifying and mapping seven unique life-stage employee personas to shift NYPA’s benefits communication strategy from a generic, once-a-year open enrollment approach to an ongoing, personalized educational benefits journey. This new communication system gave NYPA a clear path to articulate the value of their total rewards by maximizing employee understanding to retain and attract top talent.

Known across the region for its mission, stability, and public pride, the New York Power Authority (NYPA) backs its reputation by offering employees a highly competitive, top-tier benefits package.
The challenge was that an overwhelming amount of benefits information was being shared through a rigid, one-size-fits-all format. An internal audit and worker interviews revealed that employee messaging was historically treated as a straightforward, once-a-year transaction during open enrollment. Crucial details regarding healthcare choices, pension options, and wellness perks were buried in dense communications.
Because the materials were so overwhelming and only highlighted annually, employees faced constant challenges whenever they tried to find quick answers. This left current staff unaware of the true value of their perks, while recruitment teams struggled to lean on the program as a competitive hiring asset. To protect and retain its workforce, NYPA turned to Ingenuity to build a modern total rewards communication strategy that would turn complicated policy guidelines into clear, ongoing guidance.

Our Approach
Designing a human-centered benefits communication strategy built on real employee insights
To build an authentic connection between NYPA and its workforce, Ingenuity started with an employee-focused discovery process to map the needs of everyone. We conducted individual stakeholder interviews and field assessments across the organization to uncover exactly where the existing benefit communications were falling flat and causing confusion.
This research confirmed what a one-size-fits-all approach misses: employees have vastly different needs depending on their current stage of life. A senior engineer approaching retirement requires an entirely different set of information, layouts, and reminders than a fresh graduate entering the field or a young parent balancing childcare.
By analyzing these needs, we developed seven unique employee personas to represent NYPA’s diverse workforce. Instead of guessing what would work, these profiles outlined the actual daily habits, questions, and preferred touchpoints of different worker segments. This research gave us the clear foundation needed to design a targeted, practical benefits communication strategy tailored to real people, exactly where they are.
What We Delivered
Launching the Powering You total rewards communication strategy
With our personas as a guide, we developed a comprehensive system: The Powering You Communications Architecture. This theme was primarily created to show how deeply NYPA powers the health, families, and futures of its workforce. As an added benefit, it also gives a nod to NYPA’s public mission of powering New York State. This system moved NYPA away from stiff consultant-speak and provided clear, consistent people-first language.
The core strategic deliverables included:
- Life-stage persona maps: Detailed behavioral profiles outlining the unique informational needs, questions, and communication preferences of seven distinct workforce segments.
- A year-round communications calendar: A 12-month strategy mapping out small, digestible educational campaigns. Instead of overwhelming staff with all their options at once, we tied specific messaging to relevant times of year—such as highlighting tuition reimbursement and professional development during the back-to-school season.
- Digital experience resources: User journeys, clean sitemaps, and functional wireframes designed to evolve NYPA’s digital channels from links into an organized, supportive resource hub.


The Activation
Designing the digital blueprint for effective employee messaging
To bring the benefits communication strategy to life, we mapped out a transformed digital experience for NYPA’s online total rewards presence. Our primary goal was to design a clean, intuitive structure that provides a clear path to answers, ensuring an employee is never more than a few clicks away from vital information.
We outlined a site structure that expands each employee persona into its own dedicated page view, gathering every relevant resource into one tailored layout. To remove the frustration of searching through email attachments, we conceptualized a centralized, searchable document library with simple filters so workers can sort materials instantly by date, form type, or topic.
Finally, we mapped out an open, welcoming candidates page to serve as a major talent acquisition resource, allowing job seekers to easily evaluate NYPA’s rich benefits alongside private sector offers and confidently choose a career in public service.
